The Uganda Vision 2040 identifies the Government of Uganda’s development paths and strategies to operationalize the country’s vision statement of a “A Transformed Ugandan Society from a Peasant to a Modern and Prosperous Country within 30 years”. The Vision 2040 is conceptualized around strengthening the fundamentals of the national economy to harness the opportunities around the country. The key identified opportunities include: Oil and gas, tourism, minerals, ICT business, abundant labor force, geographical location and trade, water resources, industrialization, and agriculture among others.
The Vision further identifies six priority areas to achieve the overall development goal, including: Infrastructure (energy, transport, water, oil and gas, and ICT); Science, Technology, Engineering and Innovation; land use and management; urbanization; human resource; and peace, security and defense.
The aspirations of the Vision 2040 are pursued through 5-year National Development Plans (NDPs). The second NDP (2015/16-2019/20) aims at strengthening Uganda’s competitiveness for sustainable wealth creation, employment and inclusive growth in order to achieve middle income status by 2020. The NDPII prioritizes investments in five areas:
(i) Agriculture
(ii) Tourism
(iii) Minerals, oil and gas
(iv) Infrastructure development, and
(v) Human capital development
