Key DPG messages/Priorities

  • Promote mutual lesson learning and discussion of specific issues related to Karamoja development as requested by the NUG/LDPG for upward reporting.
  • Discuss and review the developing GoU social protection policy in terms of its application to Karamoja.​
  • Undertake initial donor mapping exercise.​
  • Discuss and review the Uganda country programme for ending drought emergencies.​
  • Identify opportunities to engage in NDP 2 formulation process; and other relevant policy process throughout the year including Ministerial budget frameworks and PRDP.​
  • Discuss and review both current early warning and response mechanism deployed and used in Karamoja.​
  • Discuss on how to engage with the MAAIF to review the agricultural and livestock extension policy, in consideration of the crisis of the NAADS model and of the peculiar agro-socio-economic conditions of Karamoja​
  • Presentation and discussion of draft EU nutrition and capacity building programme identification documents targeting Karamoja and Northern Uganda​
  • Development programming in general. A review of options for a more timely, flexible and efficient use of resources to enable the transition from development to emergency activities based on the use of early warning indicators

Objectives

  • Enhance dialogue with GOU on the direction and implementation of KIDP and other subsidiary or sub-regional plans and on design and implementation of all other policies relevant to the Karamoja region. ​
  • Promote coordination, harmonization and alignment of all interventions with the KIDP framework amongst development partners through information sharing, maintaining up-to-date intervention mapping, joints assessments, and, where appropriate, joint programming.​
  • Support GOU structures and provide timely information and analysis in early detection, mitigation, contingency planning and response to disasters, emergencies and livelihood shocks. ​
  • Support ownership and integration of the KIDP within all Ugandan government institutions — including sector ministries and local governments — and their respective planning, budgeting, implementation, monitoring and accountability processes.​
