Key DPG messages/Priorities
In 2019 the DP Public Financial Management (PFM) Working Group was merged with the DP Accountability Working Group, which mainly dealt with anti-corruption issues. The aim of the merger was to enhance coordination and dialogue with Government between PFM, accountability and anti-corruption issues. The Chair of the AWG provides leadership on overall accountability and anti-corruption issues, whilst the Co-Chair provides specific support for dialogue with Government on PFM issues. This PFM role includes co-chairing the Government Public Expenditure Management Committee (PEMCOM), which oversees implementation of Uganda’s PFM Reform Strategy, alongside the Permanent Secretary of the Ministry of Finance, Planning and Economic Development. The AWG also reports to the PDG Heads of Mission on dialogue issues relating to high-level anti-corruption policy and implementation challenges.
The AWG is supporting the NDPIII Development Plan Implementation Program and anti-corruption efforts under the Governance and Security Program.
Key messages:
- DPs should encourage and engage with NDPII Apex Coordination Forum of Office of the President, MoFPED, OPM and NPA for managing the transition from sector planning, oversight of Program Working Groups and results monitoring
- Advocate for policy changes and support to increase Local Government Revenue Mobilisation.
- Promote Government consultation with private sector associations on strategies to mitigate bribery in procurement, which is a major cause of inefficiency and poor service delivery.
Objectives
The purpose of the AWG is to promote coherence and quality of dialogue, as well as aid effectiveness, in the AS, including PFM reform and anti-corruption, with the Government and other stakeholders. The following objectives will be pursued by the group:
- Develop joint DP positions for dialogue on Accountability issues (Anti-Corruption, PFM Reform, DRM/revenue, the accountability cycle, and procurement) with Government and other stakeholders. Where necessary this will include liaison with other DP WGs, such as the Donor Economist Group (DEG) and the Private Sector WG, which relate to the AS to ensure joint positions covering all sector objectives in particular, for the AS Joint Annual Review meetings. The AWG shall also coordinate closely with the JLOS sector on anti corruption issues.
- Enhance harmonization and alignment of development assistance to the AS to improve aid effectiveness, maximise synergies and avoid duplication. This will include efforts to minimise transaction costs and arrange joint review missions and diagnostic studies.
- Provide a co-chair for the Government’s Public Expenditure Management Committee (PEMCOM), which has responsibility for overseeing the coordination of PFM reform programmes, monitoring progress of reforms under the PFM reform strategy and resolving policy issues and constraints.
- Monitor progress across AS issues at programmatic/system levels. Monitor, analyse and propose solutions to grand/political accountability issues and cases.
- Prepare briefs and other reports to PDG and LDPG as required as well as proactively and when deemed appropriate and analyse and prepare briefs on annual OAG and relevant IGG reports
- Support the promotion of gender equity budgeting, reporting and monitoring across the Accountability Sector.
- Participate in institutional visits to MDAs and LGs to assess the impact and challenges of PFM reforms and Anti-Corruption interventions.
