The guiding principles and policies for the management of the Government’s coordination framework are set out in the National Coordination Policy (NCP) from 2015. The NCP aims at addressing the need for better public service delivery and effective implementation of the Vision 2040 and the National Development Plans. The objectives of the policy are to:

  • Maximize institutional synergies amongst ministries, departments and agencies (MDAs), civil society, development partners and the private sector to ensure efficient and effective delivery of public services.
  • Ensure harmony in the process of setting priorities in MDAs to and sequence government programs in a manner that achieves the highest socio-economic impact.
  • Minimize duplication and maximize synergies during implementation of mandates across MDAs.
  • Standardize reporting across government so as to optimize resources spent on planning, implementation, monitoring and evaluation of government programs.
  • Achieve economies of scale, optimize resource deployment and capitalize on institutional memories.
  • Effectively address the needs of Ugandan citizens.
  • Enhance the quality of performance in the public service.
  • Ensure that Government honors its regional and international obligations in a consistent and timely manner.
